मुजफ्फरनगर: दंगे में 26 की मौत, शूट एट साइट के ऑर्डर

लखनऊ। उत्तर प्रदेश के मुजफ्फरनगर में दंगों के बाद तनाव जारी है। अब तक मरने वालों की संख्या बढ़कर 26 हो चुकी है। इसके अलावा अब तक 52 लोगों को गिरफ्तार किया जा चुका है। कई इलाकों में दंगाइयों को देखते ही गोली मारने के आदेश दिए गए हैं। लेकिन हकीकत ये है कि सेना की मौजूदगी के बाद भी हालात बेहद तनावपूर्ण हैं। मुजफ्फरनगर के बिगड़ते हालात का अंदाजा इसी बात से लगाया जा सकता है कि पिछले कई दिनों से यहां छिटपुट झड़प की खबरें आ रही थीं। लेकिन अखिलेश सरकार के साथ-साथ स्थानीय प्रशासन भी कान में तेल डालकर सोता रहा। अब जब हालात बेकाबू हो गए तो सेना बुलाई गई।
जानकारी के अनुसार इस समय मुजफ्फरनगर में कुल 38 कंपनियां तैनात की गई हैं। इसमें से पैरा मिलिट्री फोर्स की 15 कंपनियां, रैपिड एक्शन फोर्स की 5 कंपनियां भी शामिल हैं। जबकि 5 अतिरिक्त कंपनियां बुलाई गईं और 13 कंपनियां पहले से ही मौजूद हैं। हालात बेकाबू होने के बाद डीएम ने सेना की 8 कंपनियां बुलाईं। जिसमें सिर्फ देहात में 5 कंपनियां तैनात की गई हैं। प्रशासन ने पूरे शहर को 8 जोन में बांट दिया है। और पूरे शहर में कर्फ्यू है। केंद्र ने राज्य सरकार से रिपोर्ट तलब की है। इस बीच गृहमंत्री सुशील कुमार शिंदे ने मुख्यमंत्री अखिलेश से फोन पर बात कर हालात की जानकारी ली

Now, make calls with Samsung's Galaxy Gear smartwatch

Berlin/Seoul: Samsung Electronics Co Ltd and Qualcomm Inc unveiled smartwatches on Wednesday, tapping a potential "wearables" market worth an estimated USD 50 billion as the high-end mobile phone market becomes saturated.

The companies launched the devices at nearly simultaneous events in Berlin and San Diego, and some analysts immediately questioned whether the devices were too costly, with expected prices near USD 300.

Samsung's Galaxy Gear smartwatch works as an accessory to its market-leading Galaxy smartphone, with a small screen offering basic functions such as photos, hands-free calls and instant messaging.

Qualcomm's "Toq" smartwatch can play music and handle phone calls and messages. It will be the first smartwatch with a touch-enabled "Mirasol" color screen that can be viewed easily in bright sunlight.

The launch by Qualcomm, which dominates the global market for applications processors for smartphones and tablets, is seen not so much as a hot seller but as a "reference" design or device to show off the Mirasol screens, in hopes the display technology will be more widely adopted as wearables of all types take off.

Samsung, which is the world's top handset maker, hopes the Galaxy Gear will boost the appeal of its range of Android-powered smartphones, as it battles to maintain supremacy against arch rival Apple Inc.

Its launch, timed to coincide with the start of the IFA consumer electronics trade show in Berlin, also signals that the South Korean giant is more than just a fast follower in innovation behind Apple, which is preparing to release a new iPhone next week but has yet to go public with any wearable devices.

"I believe it will become a new fashion icon in the world," J.K. Shin, Samsung's co-chief executive and head of mobile business, said at its "Unpacked 2013 Episode 2" event.

The market potential for wearable devices is significant. Leveraging advances in voice technology, biometrics, communications, cloud storage and power consumption, smartwatches and other wearable devices could be a $50 billion market by 2017, according to Credit Suisse.

Apple Inc and Google Inc are also widely believed to be working on "wearables" such as wrist-worn devices, in what analysts expect to be the next phase of the mobile communications boom. The exploration of such wearable-computing devices has accelerated in recent years as smartphone growth tapers off.

Samsung's smartwatch features a 1.63-inch (4.14-cm) screen as well as a basic camera, and will connect to Samsung's latest Galaxy Note 3 smartphone via wireless Bluetooth technology. It will make calls, display messages, record videos and snap photos, all while the user's phone stays in their pocket or handbag.

Clunky, earlier versions of Samsung's smartwatch in 1999 and 2009 didn't go down well with consumers. But the success of the company's latest release will be measured as much in how it affects sales of high-end Galaxy smartphones as in sales of the device itself.

"We had smartwatch-type products before, but they were mainly for making phone calls. What's different with the Gear is it's got far more useful functions. It's usability has increased significantly and design is not bulky," Shin said.

NOT REVOLUTIONARY

The Gear will go on sale later this month for $299 while Qualcomm's Toq will begin selling in the fourth quarter. Qualcomm did not specify a price. Tech blog Cnet reported it will sell for $300.

"The real question is, will this app enhancement make the purchase of yet another smart device worth it?" said Brian Proffitt, author of several books on mobile technology and an adjunct instructor of management in the University of Notre Dame.

"It's great to have hands-free capabilities to take notes or snap a picture, but is it $299 great? That's going to be the real test for the Galaxy Gear."

FASHION ITEM

Both devices don't have a flexible or curved display that some industry watchers had hoped to see on Samsung's newest products.

The Gear's OLED touch screen features half the picture quality of high-end smartphone displays and the camera nestling in the strap has only 1.9 megapixels - compared with a 13-megapixel rear camera on the Galaxy S4.

"People are really ready for flexible. As the smartphone market matures, brands are looking for something to break through new technology that will bring new opportunities to the market," said Sweta Dash, director Display Research and Strategy at IHS Electronics and Media.

"But the technology is not ready for the mass market because it is too expensive."

Samsung's smartwatch will not be a game changer, CCS Insight analyst Ben Wood predicts.

"Samsung will do a great job in raising the profile of this new category, but I don't think we will see a massive shift."

"I think it will only really come alive if Apple would push into it real hard, because they would then make it a fashionable item. Because a watch is a fashion item. It really is."

संघ जुटा आडवाणी को मनाने में, मोदी की उम्मीदवारी तय!


नई दिल्ली। क्या 17 सितंबर से पहले आधिकारिक तौर पर नरेंद्र मोदी को एनडीए का प्रधानमंत्री उम्मीदवार घोषित कर दिया जाएगा। सूत्रों के मुताबिक संघ और बीजपी के ज्यादातर बड़े नेता मोदी के नाम पर हामी भर चुके हैं। लेकिन आडवाणी को मनाने की कोशिश जारी है। संघ चाहता है कि आडवाणी खुद मोदी के नाम का प्रस्ताव रखे जिससे ये संदेश जाए कि मोदी को लेकर पार्टी में कोई विवाद नहीं है। 17 सितंबर को मोदी का जन्मदिन है।
दरअसल दिल्ली में शुरू हुई दो दिनों की संघ और बीजेपी की समन्वय बैठक में मुद्दा सिर्फ एक है नरेंद्र मोदी। सूत्रों की मानें तो भले ही आधिकारिक तौर पर इस बैठक को चुनावों की तैयारी से जोड़ा जा रहा है लेकिन कोशिश मोदी के पक्ष में एकराय बनाने की है। माना जा रहा है कि संघ मोदी के समर्थन में अपना फैसला दे चुका है। लेकिन लालकृष्ण आडवाणी और सुषमा स्वराज इस वक्त मोदी के नाम की घोषणा के बिल्कुल खिलाफ हैं। सूत्रों के मुताबिक संघ प्रमुख मोहन भगवत चाहते हैं कि आडवाणी खुद मोदी के नाम का प्रस्ताव आगे बढ़ाए। संघ प्रमुख ने इसके लिए आडवाणी और सुषमा से अलग से मुलाकात भी की है। उधर मोदी और उनके समर्थक ने बैठक में अगले कुछ दिनों में मोदी की नाम की घोषणा करने का दबाव बनाया। इसमें अरुण जेटली और वेंकैया नायडू प्रमुख हैं।
बैठक से जल्दी बाहर आए मोदी अहमदाबाद के लिए निकल गए हैं। लेकिन संघ, वीएचपी और बीजेपी के बड़े धड़े के रूप में अपने समर्थक पीछे छोड़ गए हैं। सूत्रों के मुताबिक मोदी के नाम का सीधे विरोध करना अब किसी के बस की नहीं है। लेकिन घोषणा की टाइमिंग को लेकर एक मजबूत धड़ा डटा हुआ है। माना जा रहा है कि सुषमा स्वराज ने संघ को कहा है कि मोदी का नाम प्रधानमंत्री पद के उम्मीदवार के तौर पर अभी घोषित नहीं किया जाना चाहिए। शिवराज सिंह चौहान भी मध्य प्रदेश चुनावों से पहले मोदी के नाम की घोषणा के पक्ष में नहीं हैं। मध्य प्रदेश में 8 फीसदी मुस्लिम वोटर हैं। गोवा के मुख्यमंत्री मनोहर पर्रिकर के गुजरात दंगों से जुड़े बयान ने भी पार्टी के भीतर मचे घमासान सामने ला दिया। हालांकि बाद में वो अपने बयान से पीछे हट गए। कुल मिलाकर पार्टी के भीतर अब भी मोदी के नाम पर एकराय नहीं बन पाई है।
सूत्रों की मानें तो यही तर्क मोदी को भी परेशान कर रहा है। मोदी चाहते हैं कि उनके नाम पर विधानसभा चुनाव लड़े और जीते जाएं ताकि उसके बाद पार्टी के भीतर उनकी चुनौती खत्म हो जाए। मोदी पर ये भी दबाव बनाया जा रहा है कि प्रधानमंत्री पद का उम्मीदवार घोषित होने पर वो गुजरात के मुख्यमंत्री का पद छोड़कर चुनावों की पूरी जिम्मेदारी लें। लेकिन मोदी इसके लिए तैयार नजर नहीं आ रहे हैं ।

Muzaffarnagar violence: 13 more dead in new clashes

Muzaffarnagar:  Though 800 Army soldiers are patrolling the area of Muzaffarnagar in western Uttar Pradesh, 13 more people were killed in communal violence yesterday in six different villages.
Here are the 10 big developments in this story:
  1. A state of high alert has been declared for the entire state of Uttar Pradesh. Soldiers are conducting door-to-door searches in Muzaffarnagar, 150 kilometres north-east of Delhi. A curfew has been imposed in three districts.
  2. "I would appeal to all people there to maintain peace and don't trust or listen to any rumours," said Chief Minister Akhilesh Yadav.
  3. The first clashes erupted on Saturday when thousands of Hindu farmers held a meeting in the village of Kawal to demand justice for last month's killing of three men who allegedly tried to protect a woman from being harassed.
  4. The state's Minority Affairs Minister, Azam Khan, has alleged that at Saturday's meeting, provocative speeches called for action against Muslims, according to the Associated Press. The farmers were attacked as they were going home.
  5. Four BJP state legislators allegedly made incendiary speeches at the farmers' maha-panchayat.
  6. The gathering was illegal because large meetings have been banned since the deaths that took place in Kawal last month.
  7. Police sources say both Hindu and Muslim leaders have ignored the ban in recent days.
  8. Union Home Minister Sushil Kumar Shinde has said that India is seeing a rise in communal violence, with 451 cases being already reported this year, as compared to 410 for all of last year.
  9. Communal tension is expected to escalate in the run-up to the national elections, the Home Minister cautioned, adding that all 28 states have been warned to improve their ability to collect intelligence to prevent riots.
  10. The crisis in Muzaffarnagar has been attributed to a failure of the Samajwadi Party government by all other parties including the Congress. The Prime Minister's minority government is propped up by the Samajwadi Party.

शीला दीक्षित के खिलाफ 19 सितंबर तक FIR नहीं : दिल्ली हाईकोर्टनई दिल्ली : दिल्ली हाईकोर्ट ने वर्ष 2008 के चुनाव के पहले विज्ञापन अभियान में सरकारी कोष के कथित दुरुपयोग के आरोप में मुख्यमंत्री शीला दीक्षित के खिलाफ प्राथमिकी दर्ज करने के निचली अदालत के आदेश पर 19 सितंबर तक के लिए आज रोक लगा दी।

न्यायमूर्ति सुनील गौड़ ने मामले को 19 सितम्बर तक स्थगित करते हुए तब तक प्राथमिकी का मामला आज की स्थिति के अनुसार यथास्थिति बनाए रखने का आदेश दिया। अदालत ने अपने आदेश में कहा कि लोकायुक्त का 22 मई 2013 की रिपोर्ट राष्ट्रपति के विचाराधीन है, इसलिए इस मामले में जांच के बारे में दोनों पक्षों की विस्तार से दलीले सुनने के बाद ही निर्णय किया जा सकता है।

अदालत ने कल गुप्ता और शीर्ष पुलिस अधिकारी को नोटिस जारी करते हुए 19 सितंबर तक दिल्ली सरकार की याचिका पर जवाब मांगा था। दिल्ली सरकार ने इस याचिका में दीक्षित और अन्य के खिलाफ साल 2008 के विधानसभा चुनाव से पहले विज्ञापन अभियान में सरकारी कोष के कथित दुरुपयोग के आरोप में प्राथमिकी दर्ज करने के निचली अदालत का 31 अगस्त का आदेश निरस्त करने का अनुरोध किया है। निचली अदालत के आदेश पर रोक लगाने के अनुरोध पर कल न्यायमूर्ति गौड़ ने कहा था कि वह विस्तृत आदेश बाद में सुनाएंगे।

राज्य सरकार की तरफ से अतिरिक्त सॉलिसीटर जनरल सिद्धार्थ लूथरा ने दावा किया था कि गुप्ता ने दीक्षित के खिलाफ शिकायत दर्ज कराने और प्राथमिकी दर्ज करने की मांग करने के दौरान लोकायुक्त की रिपोर्ट पर भरोसा किया है। इसके अलावा दीक्षित और अधिकारियों के खिलाफ कोई सामग्री नहीं है। लूथरा ने दलील दी, ‘शिकायत राजनीति से प्रेरित और तुच्छ है। लोकायुक्त की रिपोर्ट के अतिरिक्त मुख्यमंत्री और अन्य अधिकारियों के खिलाफ कोई सीधी सामग्री नहीं है

सचिन का 200वां टेस्‍ट खेलना लगभग तय, वेस्टइंडीज भारत दौरे पर सहमत सेंट जोन्स (एंटीगा) : वेस्टइंडीज क्रिकेट बोर्ड (डब्ल्यूआईसीबी) ने नवंबर में भारत का दौरा करने का बीसीसीआई का निमंत्रण स्वीकार कर लिया है। इस श्रृंखला में दिग्गज बल्लेबाज सचिन तेंदुलकर घरेलू दर्शकों के सामने अपना 200वां टेस्ट मैच खेलेंगे। 

डब्ल्यूआईसीबी ने बयान में कहा कि वेस्टइंडीज क्रिकेट बोर्ड पुष्टि करता है कि वेस्टइंडीज की टीम नवंबर में भारत दौरे पर जाएगी। इस दौरे में दो टेस्ट और तीन एकदिवसीय अंतरराष्ट्रीय मैच शामिल हैं। डब्ल्यूआईसीबी और भारतीय क्रिकेट बोर्ड इस दौरे के लिये नवंबर में उपलब्ध समय का उपयोग करने पर सहमत हैं। 

बीसीसीआई कार्यकारिणी की रविवार को हुई बैठक में इस दौरे की पेशकश की गई थी। यह दौरा भारत के दिसंबर में होने वाले दक्षिण अफ्रीकी दौरे से पहले होगा। तेंदुलकर ने अब तक 198 टेस्ट मैच खेले हैं और श्रृंखला का दूसरा मैच खेलकर वह अपने चमकदार करियर में एक नयी उपलब्धि हासिल करेंगे। वेस्टइंडीज की टीम भारतीय दौरे के बाद न्यूजीलैंड जाएगी जहां वह तीन दिसंबर से अगले साल 15 जनवरी तक श्रृंखला खेलेगी। 

डब्ल्यूआईसीबी ने कहा कि भारतीय दौरे का पूर्ण कार्यक्रम दोनों बोर्ड के बीच अंतिम करार के बाद जारी किया जाएगा। भारत ने इस साल के शुरू में वेस्टइंडीज में त्रिकोणीय श्रृंखला खेली थी। इस श्रृंखला की तीसरी टीम श्रीलंका थी। भारत इसमें चैंपियन बना था।

दागी नेताओं के चुनाव लड़ने पर रोक बरकरार रहेगी, SC में सरकार की अर्जी खारिज

नई दिल्ली: सजायाफ्ता नेताओं के चुनाव लड़ने पर रोक बरकरार रहेगी। सुप्रीम कोर्ट ने सरकार की इस मसले पर दायर पुनर्विचार अर्जी खारिज कर दी है। सुप्रीम कोर्ट ने आपराधिक मामले में दोषी पाए गए सांसदों और विधायकों को अयोग्य ठहराने के अपने फैसले पर पुनर्विचार की केंद्र की याचिका खारिज कर दी है। सुप्रीम कोर्ट हिरासत में बंद लोगों के चुनाव लडने पर पाबंदी संबन्धी अपने फैसले की समीक्षा करने को राजी हो गया है।

सुप्रीम कोर्ट ने इस फैसले के बाद दो साल या ज्यादा की सजा होते ही सांसद या विधायक की सदस्यता छीने जाने का आदेश बरकरार रहेगा। हालांकि सुप्रीम कोर्ट ने अपने उस फैसले सरकार की एक और पुनर्विचार याचिका को मान लिया है जिसमें जेल में रहते हुए किसी नेता के चुनाव लड़ने पर प्रतिबंध लगाया गया था। 

गौर हो कि पिछले महीने की 10 और 11 तारीख को सुप्रीम कोर्ट ने जन प्रतिनिधियों से जुड़े दो अहम मामलों में ऐतिहासिक फैसले दिए थे। 10 जुलाई के फैसले में सुप्रीम कोर्ट ने कहा था कि किसी भी मामले में कोई भी कोर्ट अगर किसी सांसद को दो साल से अधिक की सजा सुनाती है तो सांसद भले उस सजा के खिलाफ ऊपरी अदालत में अपील करे, उसकी सदस्यता तत्काल प्रभाव से रद्द हो जाएगी।

NASA to launch LADEE mission on Friday



California: The US space agency, NASA, will launch its next mission to the moon on Friday in order to study the satellite’s super thin exosphere and dust. 

The robotic spacecraft called Lunar Atmosphere and Dust Environment Explorer (LADEE) is scheduled to blast off from NASA’s Wallops Flight Facility on a Minotaur V carrier rocket in Virginia on Friday at 11:27 p.m. ET. 

LADEE- pronounced “laddie”, is NASA’s newest robotic mission and is the size of a small car and will collect data about lunar dust such as electric charge, density and mass during its 100-day mission. 

If Weather permits, the launch could be visible to skywatchers along the East Coast of the United States when the rocket takes off from Virginia this week. 

“I love this mission. LADEE is going to be fantastic,” John Grunsfeld, associate administrator for NASA’s science mission directorate, told journalists during on August 22. 

“I’m getting really excited as we move to the launch pad first of all because it’s going to the moon. Ever since I was a young boy like so many folks looking up at the sky I’ve wondered about the moon.” 

LADEE mission will address three major science goals: 

- Determine the global density, composition, and time variability of the tenuous lunar atmosphere before it is perturbed by further human activity;

- Find out if the Apollo astronaut sightings of mysterious luminosity above the surface were sodium glow or dust when they landed on the moon in 1960s and;

- Document the dust impactor environment (size-frequency) to help guide design engineering for the outpost and also future robotic missions. 

LADEE will take 30 days to make it into its final orbit around the moon once launched. 

While NASA is asking amateur astronomers worldwide to watch for lunar impacts during the LADEE mission, this will be NASA’s first moon shot from Virginia.

New RBI chief Raghuram Rajan promises bold reforms, quick action


In his first address as RBI governor today, Raghuram Rajan was clear that he is working to a plan. He unveiled a bold, new Reserve Bank of India with a slew of reforms, many of them focused on "protecting the value of money" and emphasised that while the Indian economy faced challenges, it was fundamentally strong. 

He highlighted as top priorities, the stability of the rupee and "low and stable levels of inflation", and promised that his policies would lead to "faster, broad based inclusive growth leading to fall in poverty".
In the crisp delivery of promises was also this: "Some of my actions will not be popular...am not looking to garner Facebook likes."

Analysts said they had expected the 50-year-old academic and celebrated economist to do his homework, but had not expected him to detail so comprehensive a plan. Markets, they said, were expected to react positively after many dark days.

Dr Rajan, who takes over as RBI chief as the country battles a plummeting rupee and decade-low growth, said he saw a "bright future".

He stressed on the importance of effective communication, which his predecessor D. Subbarao was accused of neglecting, and said, "The RBI should be a beacon of stability... the public should have a clear idea of the central bank... key to all this is communication."

Announcing quick action to support the Indian rupee, which has seen a steep 20 per cent fall in recent week, the new governor said the RBI will allow importers to rebook 25 per cent of cancelled forward contracts.

The central bank would also allow the introduction of cash settled 10-year interest rate future contracts, he added.

Dr Rajan said the government would look to reduce investments by banks in government bonds "in a calibrated manner". The RBI, he said, would work together with the government and market regulator SEBI to steadily liberalise markets.

A major part of Dr Rajan's speech was focused on shoring up investor confidence. He said the RBI would push for more settlement in rupees for which India will have to open its markets further.

Mr Subbarao said earlier on Wednesday that his successor is in for a bumpy ride. Dr Rajan takes charge as some analysts warn that the Indian economy could be heading for a meltdown, with a record current account deficit and a currency which has lost up to a quarter of its value against the dollar this year.

House leaders express support for Syria strike

Washington: President Barack Obama won the support on Tuesday of Republican and Democratic leaders in the House for an attack on Syria, giving him a foundation to win broader approval for military action from a Congress that still harbours deep reservations.

Speaker John A. Boehner, who with other congressional leaders met Obama in the Oval Office, said afterward that he would "support the president's call to action," an endorsement quickly echoed by the House majority leader, Rep. Eric Cantor of Virginia.

Uncertainties abound, particularly in the House, where the imprimatur of the Republican leadership does not guarantee approval by rebellious rank and file, and where vocal factions in both parties are opposed to anything that could entangle the nation in another messy conflict in the Middle East.

Still, the expressions of support from top Republicans who rarely agree with Obama on anything suggest the White House may be on firmer footing than seemed the case on Saturday, when the president abruptly halted his plans for action in the face of growing protests from Congress.

On Tuesday evening, Democrats and Republicans on the Senate Foreign Relations Committee agreed on a resolution that would give Obama authority to carry out a strike against Syria, for a period of 60 days, with one 30-day extension.

Shortly after that, Obama left for Sweden and Russia, where he will try to shore up an international coalition to punish Syria for a chemical weapons attack and will probably encounter some of the same debates that are cleaving the Capitol.

Before his departure, the White House intensified what has become the most extraordinary lobbying campaign of Obama's presidency as it deployed members of his war council and enlisted political alumni of his 2008 campaign to press the argument with the public.

"This is not the time for armchair isolationism," said Secretary of State John Kerry, who answered sharp questions and defended the administration's strategy for Syria in nearly four hours of sometimes sharp exchanges before the Senate Foreign Relations Committee.

"We were here for that vote," Kerry said. "We voted. So we are especially sensitive - Chuck and I - to never again asking any member of Congress to take a vote on faulty intelligence. And that is why our intelligence community has scrubbed and rescrubbed the evidence."

Kerry said the intelligence proved that the "Assad regime prepared for this attack, issued instructions to prepare for this attack, warned its own forces to use gas masks," and the intelligence included "physical evidence of where the rockets came from and when."

Hagel, who, like Kerry, is a veteran of the Vietnam War, used another argument used by previous administrations: a warning that authoritarian governments with arsenals of unconventional weapons could transfer them to terrorist groups.

Casting the issue as one of self-defense, the defense secretary also underscored the threat to US military personnel across the region if chemical weapons proliferated out of Syria. He said other dictators around the world might be emboldened if the US did not punish the Assad government.

"The use of chemical weapons in Syria is not only an assault on humanity,'' Hagel said. "It is a serious threat to America's national security interests and those of our closest allies."

Before the hearing began, and again after Kerry spoke, protesters from the anti-war group Code Pink jumped up and shouted against military action. "Kerry, no more war in Syria!" one demonstrator exclaimed, adding that America needed health care and education more than military action.

Dempsey was a subdued presence in the hearing. Although he, Kerry and Hagel sought to present a unified front, they have had differences over how to respond to the conflict in Syria in recent months. Kerry has pushed to consider deeper U.S. military involvement, and Dempsey has repeatedly highlighted the risks of large-scale intervention.

Similar differences were on display among lawmakers who spoke during the Senate hearing or after the meeting at the White House with Obama, Kerry and Vice President Joe Biden.

Rep. Nancy Pelosi of California, the House minority leader, said she supported the president and sent a letter to fellow Democrats urging that they fall into line. But she conceded, "In my district, I don't think people are convinced that military action is necessary."

Pelosi's comments reflected her dilemma as a leader of the president's party, which still has a strong liberal anti-war wing. "The American people need to hear more about the intelligence," she said.

A spokesman for Boehner said that despite his support for Obama, the Republican leadership would not lean on other Republicans to vote for military action and would leave that lobbying to the White House. Boehner's stance will ease the pressure on him from members of his party, who believe the U.S. has no business in Syria. It will increase the pressure on Pelosi.

Microsoft to acquire Nokia's Devices & Services business in 5.44 billion euros deal

Beleaguered Finnish mobile phone maker Nokia will sell its mobile phone unit to US group Microsoft for 5.44 billion euros ($7.17 billion), it said on Tuesday.
Nokia will grant Microsoft a 10-year non-exclusive licence to its patents and will itself focus on network infrastructure and services, which it called "the best path forward for Nokia and its shareholders."
The company also announced the immediate departure of chief executive Stephen Elop. He will be replaced in the interim by Risto Siilasmaa, Nokia's chairman of the board.

Nokia was long the global leader in making mobile phones but has been overtaken by rivals Samsung and Apple as it struggled to establish winning business models and mobile devices.

The transaction announced Tuesday is expected to be completed in the first quarter of 2014, pending approval by Nokia shareholders and regulatory authorities.
Some 32,000 Nokia employees are expected to transfer to Microsoft, including approximately 4,700 people in Finland, the company said.
The operations affected by the transfer generated approximately 14.9 billion euros in 2012, or almost 50 percent of Nokia's net sales, the company said.
Of the total purchase price of 5.44 billion euros, 3.79 billion relates to the purchase of Nokia's Devices & Services business, and 1.65 billion relates to the mutual patent agreement and future option.
Last month, Nokia finalised the purchase of German engineering giant Siemens' 50 percent stake in Nokia Siemens Networks for 1.7 billion euros.

NSN, which is specialised in high-speed mobile broadband, was set up as a joint venture between the two companies in 2007, a partnership that expired in April. The unit has posted stronger earnings than Nokia's mobile phone business.
NSN posted a net profit of 8.0 million euros in the second quarter of this year, compared to Nokia's net loss of 227 million euros in the same period.

In Gujarat, a new battle between governor and Narendra Modi

AhmedabadIn what may trigger further acrimony between governor Kamla Beniwal and Chief Minister Narendra Modi, Ms Beniwal yesterday returned the controversial Gujarat Lokayukta Commission Bill 2013 despite the state assembly passing the bill with a clear majority earlier this year.
 
Ms Beniwal's objection was expected since the bill proposed to give all powers regarding the appointment of the state Lokayukta to the Chief Minister, virtually eliminating the governor as well as the Chief Justice of Gujarat High Court from the process.

Sources said the state government may resubmit the bill to the governor in the forthcoming assembly session starting September 30. 

Ms Beniwal and Mr Modi had been at loggerheads over the appointment of a Lokayukta in the state, a position lying vacant for eight years until the appointment of Justice (Retd.) RA Mehta in August 2011. The decision was made by her bypassing the state government. 

Justice Mehta's appointment was unsuccessfully challenged by Mr Modi's government first in the Gujarat High Court and later in the Supreme Court. Yet, Mr Modi made no notification towards the appointment of the state Lokayukta.

Roger Federer out of US open, loses to Robredo in 4th round

New York:  Roger Federer lost in the fourth round of the U.S. Open for the first time in a decade, surprisingly beaten 7-6 (3), 6-3, 6-4 by 19th-seeded Tommy Robredo of Spain on Monday night.

Right from the start, Federer looked very little like the player who has won 17 Grand Slam singles titles.

In the opening game of his fourth-round match at the U.S. Open, he got passed at the net twice, sailed a backhand long, then missed two forehands to get broken. In the second game, the man who has spent more weeks ranked No. 1 than anyone else dumped a backhand into the net, then shanked two other backhands several feet wide.

"I kind of self-destructed, which is very disappointing," said Federer, who made 43 unforced errors and managed to convert only 2 of 16 break points. "It was a frustrating performance."

Only the latest in a series. This caps a poor-by-his-standards Grand Slam season for Federer, who has won five U.S. Open titles among his record major haul at the majors.

He exited in the semifinals at the Australian Open in January, the quarterfinals at the French Open in early June, and the second round of Wimbledon — against a player ranked 116th — in late June. That ended Federer's record run of reaching at least the quarterfinals at 36 consecutive Grand Slam tournaments.

Now, thanks to Robredo, Federer has a new, unwanted streak: Two consecutive losses before the quarterfinals at majors.

This is the first season since 2002 that Federer did not reach at least one final at any of the four Grand Slam tournaments. That year also marked the last time Federer was ranked lower than he is now at No. 7.

"The story of my life: When I lose, people are shell-shocked to see me play this way," Federer said.

At age 32, Federer has struggled with a bad back and experimented with a larger racket head. And all along, he's had far more trouble winning matches than he usually does — particularly against the sort of players he barely broke a sweat against at his peak.

That this defeat came against Robredo made it all the more stunning. Not that Robredo is a slouch. He's been ranked as high as No. 5, albeit back in 2006, and this is his seventh trip to the quarterfinals at a major. He made it that far at this year's French Open by doing something no man had done since 1927, winning three matches in a row after dropping the first two sets of each.

But until this match, he'd only taken three sets off Federer in 10 losses. And before Monday, Robredo's record in the fourth round of the U.S. Open was 0-7.

Federer was asked whether Robredo tried anything different this time around.

"No, he didn't. Pretty simple. No surprises," Federer said. "He didn't serve-and-volley or chip-and-charge. He stood back the way he usually does. He kick-served the way he usually does."

Heading into Monday, the buzz at the U.S. Open was all about looking ahead to a potential quarterfinal between Federer and his nemesis, Rafael Nadal. Owners of a combined 29 Grand Slam trophies, they have played each other 31 times — including in eight major finals — but never in New York.

Federer's loss means they won't fill that gap in their rivalry this week. When Federer's match was ending, the second-seeded Nadal was just getting going against No. 22 Philipp Kohlschreiber in Arthur Ashe Stadium.

Federer originally was supposed to face Robredo on that main, 23,000-capacity court, but hours of heavy rain in the afternoon muddled the schedule, including prompting the tournament to postpone two-time Australian Open champion Victoria Azarenka's match against 2008 French Open champion Ana Ivanovic until Tuesday.

In the three women's matches that were played Monday, No. 10 Roberta Vinci and unseeded Flavia Pennetta set up an all-Italian quarterfinal with victories. Vinci beat 136th-ranked qualifier Camila Giorgi, 6-4, 6-2, while Pennetta defeated No. 21 Simona Halep of Romania 6-2, 7-6 (3).

Azarenka or Ivanovic will wind up facing Daniela Hantuchova of Slovakia, who got past American wild-card entry Alison Riske 6-3, 5-7, 6-2.

In men's action, No. 4 David Ferrer, the runner-up to Nadal at the French Open this year, edged No. 18 Janko Tipsarevic 7-6 (2), 3-6, 7-5, 7-6 (3).

Federer-Robredo was moved from Ashe to much smaller Louis Armstrong Stadium, which holds about 10,000 spectators and where Federer hasn't played since 2006.

He said that was not a factor in Monday's outcome, though. The blame, instead, belonged with his inability to hit his strokes the way he wanted.

Federer was particularly ineffective when he had chances on Robredo's serve. Time and again, Federer would get an opening, a chance to begin the long climb back into the match. And he kept letting those opportunities slip by.

Soaked with perspiration, Federer flubbed a backhand to waste one of five break points he had in the fourth game of what turned out to be the last set. He kicked the offending ball, a rare sign of frustration from the generally unflappable Federer.

"I've definitely got to go back to work and come back stronger. Get rid of this loss now as quick as I can, forget about it, because that's not how I want to play from here on," Federer said. "I want to play better. I know I can."

No sensible person would consider it: Oil Minister on closing petrol pumps early

New DelhiOil Minister Veerappa Moily today discarded an earlier statement that a proposal to close petrol pumps at 8 pm is under consideration. "Would any sensible person consider this?" he said to media channel

On Sunday evening, the minister had said that the early closing of petrol pumps is among an omnibus of austerity measures being studied as the government grapples with a jarring fall in the value of the rupee.

"Is it a proposal of mine? It is floated around by the public... by the people," he said, hours after sources in the Prime Minister's Office made it clear that the suggestion was a no-go.


The BJP was withering in its reaction earlier today. Party spokesperson Shahnawaz Hussain said, "Let alone a petrol pump, this government plans to shut down the country."


The minister said that he will not share any other ideas about a fuel conservation drive that he plans to announce on September 16 for fear of them being "misinterpreted." He said his goal is to reduce oil imports by 25 billion dollars or
 Rs.165,000 crore.

The rupee has plunged almost 20 percent since May, partly on concerns about the world's third-largest current account deficit, prompting government steps such as a ban on the free import of flat screen TVs and curbs on buying hard currency

Mr Moily has pointed out in a letter to the Prime Minister Manmohan Singh that unless corrective steps are taken, the government will face losses of 
Rs. 1.8 lakh crore on subsidized fuel. 

Every time, the value of rupee to a dollar falls by a rupee, the import bill goes up by 7, 900 crore. For every litre of diesel that's sold, oil companies take a hit of 
Rs. 10. For kerosene, they lose a whopping Rs.s. 33 per litre.

The main proposal in Mr Moily's plan, as listed in his note to the Prime Minister, is to import more oil from Iran, which accepts payment for its crude in rupees to avoid financial sanctions imposed by the United States.


India has sharply cut oil imports from Iran since US sanctions were imposed last year, and believes it has some headroom to import more without angering Washington.


The minister told that any oil transactions with Iran would be handled "within the framework" of those sanctions.

Telangana: resolution before cabinet in 20 days, clash in Parliament




New DelhiThe Centre today indicated that it would take the Telangana proposal forward without running it by the Andhra Pradesh assembly, in the face of unrelenting protests in the coastal Andhra and Rayalaseema regions.

"The resolution will be brought before the union cabinet within 20 days," said Home Minister Sushil Kumar Shinde.

Sources say this is a significant departure from the earlier plan to get the approval of the state assembly before it went to the cabinet.


The cabinet is expected to refer the proposal to a group of ministers, which will address the concerns of all regions on sharing water, land, electricity and revenue.

Both Houses of Parliament will have to pass the Bill by a simple majority for the creation of a separate state. After the President's assent, Telangana will come into being.

The home minister's announcement came on a day verbal clashes erupted between Congress and TDP members over Telangana, leading to a complaint to the Lok Sabha Speaker about the use of abusive language in Parliament.

The squabble began after the lower house was adjourned over the suspension of five Congress and four TDP MPs for incessantly disrupting proceedings with their protests against the decision to divide Andhra Pradesh.

On spotting a TDP MP wearing a mask of Indira Gandhi, furious Congress MPs Sandeep Dikshit and Madhu Goud yaskhi reportedly walked across and got into an argument with TDP members.

"They disrespected our leaders Indira Gandhi and Sonia Gandhi," said Mr Yaskhi. 

Leader of Opposition Sushma Swaraj later complained to the Speaker against the two Congress members.
