In Gujarat, a new battle between governor and Narendra Modi

AhmedabadIn what may trigger further acrimony between governor Kamla Beniwal and Chief Minister Narendra Modi, Ms Beniwal yesterday returned the controversial Gujarat Lokayukta Commission Bill 2013 despite the state assembly passing the bill with a clear majority earlier this year.
 
Ms Beniwal's objection was expected since the bill proposed to give all powers regarding the appointment of the state Lokayukta to the Chief Minister, virtually eliminating the governor as well as the Chief Justice of Gujarat High Court from the process.

Sources said the state government may resubmit the bill to the governor in the forthcoming assembly session starting September 30. 

Ms Beniwal and Mr Modi had been at loggerheads over the appointment of a Lokayukta in the state, a position lying vacant for eight years until the appointment of Justice (Retd.) RA Mehta in August 2011. The decision was made by her bypassing the state government. 

Justice Mehta's appointment was unsuccessfully challenged by Mr Modi's government first in the Gujarat High Court and later in the Supreme Court. Yet, Mr Modi made no notification towards the appointment of the state Lokayukta.
